How councils buy playgrounds
Australian councils buy playgrounds through one of four routes, and which one applies depends mostly on the contract value and the council's procurement policy. Each state's local government legislation sets the value above which a public tender is required, and councils set lower internal thresholds for when they need one or more written quotes. In Queensland, for example, the Local Government Regulation 2012 sets out the quote and tender requirements, with exceptions for LGA arrangements such as Local Buy and for registers of pre-qualified suppliers.
- Direct quote: lower-value purchases such as a single piece of equipment, replacement parts or a small upgrade, bought on one or more written quotes under the council's own threshold
- Request for quotation (RFQ): mid-value projects where the council invites several suppliers to quote against a brief, often through a platform such as VendorPanel
- Public tender: larger projects above the statutory threshold, advertised openly and assessed against published criteria such as price, experience, compliance and local content
- Panel or prequalified supplier arrangement: the council buys from suppliers already assessed under an arrangement such as Local Buy (Queensland), LGP (NSW), MAV Procurement (Victoria) or WALGA (Western Australia), or from its own prequalified register, which can remove the need for a full tender
What to put in the brief
Whichever route you use, a clear brief gets comparable responses. Suppliers can only price like for like if they know the full scope.
- Site plan, levels, and any services or trees to work around
- Age groups, expected users, and any inclusive or all-abilities requirements
- Whether surfacing, shade, fencing, paths and landscaping are in scope
- Required standards: AS 4685 for equipment and AS 4422 for surfacing
- Documents you need back: specifications, drawings, certificates, insurances and warranty terms
- A budget range or not-to-exceed figure, and whether staging is an option
What Kidzspace supplies with a council quote or tender
We regularly provide tender-ready submissions (detailed specifications, drawings, compliance certificates, insurances and fixed pricing) and can work with your preferred procurement or supplier-panel process. Every fixed-price quote is itemised and covers the equipment, compliant softfall surfacing (AS 4422), site preparation, delivery, installation by our own crew, and independent compliance certification at handover.
- Free 2D and 3D concept designs with equipment specifications
- Designed and built to AS 4685 and AS 4422, with Form 15/16 documentation available on request for your risk and asset-management teams
- Post-installation inspection and certification at handover, so you hold a documented compliance record
- Kids Play Pty Ltd holds QBCC licence 15006840 and carries $20 million public liability insurance (ABN 87 657 515 243). We provide certificates of currency with every quote, along with WHS documentation for the works
- Structural warranty: 25 years on hot-dip galvanised structural steel, 20 years on powder-coated steel, HDPE, HPL and timber, 10 years on stainless steel and platforms, 5 years on plastic, rubber, rope and springs, and 2 years on moving parts and bearings
- Vandal-resistant materials, replaceable components, spare parts and advice on inspection routines after handover
Panels and prequalification
Kidzspace has tendered under the Local Buy arrangements LB303 (Goods & Consumables) and LB304 (Services & Projects). Panel memberships and prequalified registers change as arrangements are re-tendered, so for VendorPanel, LGP, MAV Procurement and other state or council arrangements, ask us about current panel and prequalification arrangements and we'll confirm what applies to your council before you start.
Typical timeline
The build itself is predictable; the procurement stage is the variable. Most projects run 8–16 weeks from enquiry to completed installation. Add your council's own quote or tender period, and any approvals, on top.
- Brief: site details, a site visit or plans and photos
- Concept design: free 2D/3D concepts within a week or two of your brief
- Procurement: your quote, RFQ or tender period, plus any council approval
- Manufacture: around 10–12 weeks for custom-manufactured equipment, or no wait for our in-stock Quick Supply range
- Installation: usually 3–14 days on site, depending on scope
- Handover: post-installation inspection, certification and documentation
How to request a quote
Send us the site address, a rough plan or photos, the age groups and your budget range, and tell us which procurement route you're using. If you have an RFQ or tender document, send it through and we'll respond in its format. We'll come back with concept designs and an itemised fixed price you can drop straight into your evaluation.
